Ted Weicker is the driving force behind the development of the Qatalyst consulting model. He has over 30 years of experience in management consulting, is the President of Qatalyst Research Group Inc. and former Managing Partner of Goss Gilroy Inc. He is both a Certified Management Consultant (CMC) and a Credentialed Evaluator with the Canadian Evaluation Society. Ted holds a Bachelor of Commerce from the University of Saskatchewan and a Master of Business Administration from the University of Western Ontario. Since graduating very near the top of his MBA class from the Ivey School of Business at Western, Ted has established a prominent career specializing in undertaking assignments for government, industry and the nonprofit sector.
Slavica Stevanovic is Managing Partner of Qatalyst, operating as a serving as chief operating officer. As a consultant, she specializes in public-sector research, including in the areas of program design, organization review, strategic development, and project evaluations. She is a Credentialed Evaluator and has over 12 years of experience in management consulting. Slavica holds an MBA from the Ivey School of Business at the University of Western Ontario, a Master of Arts in Immigration and Settlement Studies, and a Bachelor of Science in Psychology. Slavica is also a certified Project Manager Professional (PMP), which is the industry-recognized certification for project managers, recognizing individual skills and the ability to manage large-scale projects in any industry. She has conducted a large number of assignments for all levels of government (e.g. Western Economic Diversification, FedDev Ontario, Citizenship and Immigration Canada, Employment and Social Development Canada, Alberta Health, Alberta Health Services, Alberta Children and Youth, Department of Justice, Health Canada, and the BC Ministry of Advanced Education) as well as non-profit organizations.
Eyyub Hajiyev is a Senior Associate at Qatalyst with 11 years of experience in management consulting. Eyyub holds a Master of Social Work from Columbia University as well as a Master of Business Administration. A Credentialed Evaluator with the Canadian Evaluation Society, Eyyub currently serves as Vice President of the Society’s BC/Yukon Chapter. He has conducted over 30 research and evaluation assignments for a diverse range of clients, including federal and provincial government departments and Indigenous communities and organizations. He has expertise in developing evaluation frameworks, undertaking program evaluations, conducting key informant interviews, organizing focus group discussions, administering online surveys and preparing evaluation reports.
Patrick Calderon serves as the Associate Manager with Qatalyst, managing the Qatalyst Portal and working with our staff and associates in the identification of opportunities, development of proposals and implementation or projects. Patrick holds a Master of Global Affairs (MGA) degree from the University of Notre Dame in the United States. He previously earned a Bachelor of Arts degree in political science and theology from the same institution, graduating at the top of his class as a candidate for Valedictorian. After completing a year-long study of immigration enforcement policy and practice in the United States and Europe for one of the world’s largest non-governmental refugee resettlement organizations, Patrick joined Qatalyst in 2019.
Jacky Zhang is an economist at Qatalyst with 3 years of applied research and development, economic and data analysis, and evaluation experience. Jacky holds a Master of Economics degree from the University of Toronto with a specialization in Econometrics. At Qatalyst, Jacky is primarily involved in economic development, performance measurement, impact analysis, and data science related projects, creating custom data models to deliver insights and implement action-oriented solutions to complex business problems.
Emma Chubb holds an MSc in Applied Social Research and a BA in Sociology and Social Policy from Trinity College Dublin, University of Dublin. At Qatalyst she works on a wide range of diverse projects including, evaluations of job training and employment programs; victim services programs; knowledge translation projects; and evaluations of provincial government policies and frameworks. Prior to coming to Vancouver, Emma worked in Ireland as a researcher mainly in the areas of public health, education, and online assessments. She has worked on large international projects in mathematics and science assessment, the development of computer-based testing systems, and national standardizations for maths and reading. Further, Emma worked on the consultation process for Ireland's first intergovernmental strategy to improve the outcomes for children under five. She has also been involved in community research projects that assessed health needs and assets of local populations. She is very familiar with both quantitative and qualitative research methodology and has substantial experience in report writing.
Dylan Weicker is the Chief Technical Officer at Qatalyst. He has a Bachelor of Computer Science degree from UBC and five years of experience in web development. At Qatalyst, he is primarily developing and maintaining the Qatalyst consulting portal as well as our corporate dashboard, RFP harvesting tools, proposal development system, and project management system.
Bernardo Garza Sauza is an Engineer with an honours diploma in a Business Administration. He has more than 10 years of experience as an administrative manager. He has also had experience in the development and implementation of social media and marketing campaigns, also worked with national and international companies where he enhanced communication to improve relations between the companies. Bernardo joined Qatalyst in 2019 and is focused on implementing marketing programs and further developing administration systems and policies.
