Neale has close to 30 years of experience in international development, evaluation, performance measurement, and communication. He has a Master’s degree in political science and a Bachelor of Journalism degree. In recent years, Neale has increasingly specialized in evaluation and performance measurement. He has led, or acted as a key team member, on more than 20 evaluation or performance measurement projects for clients including Natural Resources Canada, Canadian International Development Agency (CIDA) the Department of Foreign Affairs and International Trade (DFAIT), IDRC and UNESCO. Neale has carried out field missions for evaluations of CIDA-funded programs in Africa and Latin America, and for USAID in India. Neale lived for two years in Burkina Faso, providing technical support in monitoring and evaluation to a CIDA fund to control desertification. He has strong experience in evaluation design and methodology, data collection, analysis, presentation of findings, and report writing. Neale has developed outstanding analytical skills, excellent interviewing and writing skills and broad experience working in intercultural settings. Neale also is specialized in the writing and editing field. He worked for many years as a freelance writer/editor to organizations like the Canadian Council on Social Development and spent six years on staff at the International Development Research Centre, where he was editor of IDRC Reports magazine. He continues to take on writing and editing assignments for clients such as CIDA, IDRC and the Public Health Agency of Canada. Neale is highly proficient in both French and English and is capable of working, interviewing and writing in either language. He also speaks Spanish and has used his Spanish over the years during assignments in Mexico, Peru, Ecuador and Honduras.
