Julian Murray – Senior Evaluator and Strategic Planner Julian Murray has more than 39 years of progressively more responsible assignments in international development and humanitarian assistance, including 2 years with NGOs or serving as a teacher overseas, 4 years with UNHCR, 26 years on staff with CIDA, and 7 years independent consulting. Field assignments – 17 years in 38 countries: 1 year in Algeria, 1 year in Malaysia, 2 years in Sudan, 7 years in Indonesia and 3 years in Sri Lanka; as well as 4-6 month assignments in Nepal, Singapore, the Democratic Republic of Congo, Uganda and Tanzania, and missions to Rwanda x 4, DRC x 4, Afghanistan, Pakistan x 4, South Sudan, Ghana, Sénégal, Sierra Leone, Guinée, Niger, Cambodia, Mongolia, Philippines, Turkey x 3, Nepal, Ukraine x 3, Central African Republic x 2, Haiti x2, Trinidad, Dominica, Antigua & Barbuda, Barbados, Bangladesh, Chad, Burundi, Mozambique, Malawi, and Zimbabwe. Senior Management experience – 18 years: Seven years serving as a senior management consultant to the Government of Canada, to the UN and to the Organisation of American States. Prior to consulting, in CIDA, four years as Senior Director (Strategic Planning) in the Americas, two years as Corporate Secretary in the office of the CIDA President, and five years as CIDA’s most senior executive in Asia (Indonesia and East Timor). Evaluation of humanitarian and development programmes: Evaluation experience includes the commissioning and management of evaluations for CIDA, serving on the reference group CIDA corporate evaluations, and as advisor for the DAC Peer Review of Canada. Since 2013 he has been concentrating his consulting business on strategic planning and evaluation in the humanitarian-development nexus, with some additional work on peace programming. In this context, he has conducted thirteen humanitarian evaluations and five development evaluations. Strategic planning and evaluation related to the humanitarian-development nexus: In addition, he has conducted twelve assignments in institutional strategic planning, country programme strategic planning, or project design, and prior to this he served for six years in senior strategic planning positions for the Canadian International Development Agency. Finally, he has carried out six reviews or evaluations specifically focused on the nexus: four for UNDP, one for UNHCR, and one assignment for GAC specifically assessing the peace dimension of the nexus in country cases. Key references include four evaluations for ECHO including the evaluation for their largest programme ever in Turkey, two UNHCR country evaluations Turkey and Ukraine, several assignments with the UNHCR solutions unit including support for the Solutions Alliance, several assignments for the Crisis Response Unit at UNDP including the evaluation of the Early Recovery Cluster, the development of institutional strategic plans for the OAS and for the peace and stabilisation programme of Global Affairs Canada, and a funding study for the Global Protection Cluster. Julian Murray is a graduate of the Carleton University/World Bank International Program for Development Evaluation Training, and a member of the Canadian Evaluation Society. He is resident in Ottawa, Canada, and fully bilingual in English and French.
