Mr. Samuel KOUAKOU is a Credentialed Evaluator and international Senior Evaluator with nearly 18 years of experience conducting evaluations and managing monitoring and learning for national, international and private Organizations.
He is writer and author of several books and publications on Monitoring and Evaluation. He has been a Team leader and Team member of multiple quantitative and qualitative assessments and evaluations for the purposes of baselines, mid-term and final evaluations for USAID, FAO, AfDB, ILO, ONUCI, UNICEF, BOAD, CFC/ICO, AEXCID and other international donors.

As Deputy Director of Evaluation and Sustainability in the Directorate of Projects Evaluation of the Ministry of Agriculture, Côte d’Ivoire, Mr. Samuel KOUAKOU, has developed MEL framework and worked directly with women’s groups as well as cocoa, rice and small vegetable producers in the Belier region that provided entrepreneurial related trainings and extension to support women’s increased economic opportunities in value chains focused on poultry, vegetable, horticulture, maize, rice, textiles and handicraft products.

In 2021, he has been Senior National Consultant for the W-GDP Portfolio Performance Evaluation (PPE) field study. The Project was: USAID Learning, Evaluation, and Analysis Project (LEAP III) and the Client: USAID’s Office of Gender Equality & Women’s Empowerment (GenDev). The scope of this PPE includes country-based research of four selected W-GDP activities to inform four individual field studies. These studies are designed to gain insights and perspectives of in-country partners and direct beneficiaries on W-GDP activities.
In Cote d'Ivoire the W-GDP activity selected for field research was the World Cocoa Foundation Partnership.

In 2014, he has been Senior National Consultant, Evaluation team member for the expanded Independent Final Evaluation of the Project “Towards child labour free cocoa growing communities in Côte d’Ivoire and Ghana through an integrated area based approach (CCP)”, implemented by the International Labour Organisation (ILO).

Mr. Samuel KOUAKOU is a native of Côte d’Ivoire. He holds a Diploma in International Environmental Law from the United Nations Institute for Training and Research (UNITAR) in Switzerland, a Master’s degree in Rural Engineering from the International Institute for Water and Environmental Engineering (2IE) in Burkina Faso, and several post-graduate certificates in E-Learning tutorship from the Association of Francophone Universities (AUF), International Projects Management, Impact Evaluation, Integrated Water Resources Management, Gender mainstreaming, as well as Results-Based Monitoring and Evaluation.
